Description

Position: Human Resources/Benefits Coordinator

Assignment:  Full-Time position 

Shift:  Mon-Fri 8-4:30

Location:  USCSD District Office

Summary: 

The Human Resources/Benefits Coordinator supports the administrative functions of the Human Resources team by overseeing benefits administration, absence management, unemployment compensation (UC), and employee engagement for the Upper St. Clair School District.

 

Responsibilities:

Benefits Administration

  • Oversee the annual benefits enrollment process, including Tyler Open Enrollment set-up, assisting with employee inquiries, and processing benefit changes
  • Manage, audit and reconcile the health, life, disability, travel accident insurance, taxable life insurance, FSA/DCA and resolve billing issues with carriers
  • Complete annual census reports for insurance carrier
  • Calculate active employee and retiree contributions for insurance premiums.
  • Implements and administers benefits for collective bargaining and supplemental agreements
  • Develops, recommends, implements and administers human resource policies and advises administrators regarding policy, procedure, regulations and law
  • Monitors usage and cost and develops cost containment programs
  • Initiate COBRA notifications and compliance
  • Distribute employee required annual notifications
  • Update PSERS with retiree eligibility for premium assistance.

Absence and Leave Management

  • Manage FMLA, long-term disability, workers compensation and all other leave of absence (LOA) programs
  • Maintain and ensure all required documentation completed for LOAs, notify payroll of unpaid leaves.
  • Coordinate with union representative(s) regarding sick bank eligibility, usage and maintaining sick day balance of the sick bank
  • Responsible for determining attendance bonuses 
  • Implement with Payroll on Rollover new fiscal year leave balances 

 

Other Human Resources Responsibilities: 

  • Conduct regular audits of Tyler employee data to ensure compliance and accuracy
  • Coordinate and assist with conducting exit interviews for departing employees
  • Assist with onboarding of new hires
  • Act as the HIPAA Privacy Officer, conduct training and respond to complaints as needed 
  • Coordinate the district-wide Safety & Insurance Committee in order to operate in accordance with requirements for the annual Certification of Workplace Safety Committee.
  • Provide assistance with employee use of Tyler Employee Access and timekeeping systems
  • Submit all HR reporting requirements, including PIMS, EEO, ACA and GASB
  • Assist with UC claims, appeals, and represent the District at hearings.
  • Maintain Seniority Lists and complete Professional Staff Evaluation Cycle Report
  • ADA - Complete interactive process, maintain employee records
  • Determine sub teacher eligibility for incentive bonus 

Education and Experience:

  • Minimum of associates’ degree preferred, and/or 5+ years of relevant experience in Human Resources, preferred in a Public School System.
  • Proficiency in HRIS software systems (Tyler experience is a plus).
  • Advanced knowledge of Excel and Word
  • Experience with applicant tracking systems is a plus
  • Certified Employee Benefits Specialist (CEBS) certification is a plus.

Additional Requirements:

  • Final candidates will be required to complete an administrative-level assessment as part of the recruitment process.
